There's a risk/reward equation with all national retail. Many live and die on the quarterly return. When things 'go south,' they are forced to cut and run. Target is looking around Grand Avenue and they seem to have a model that's built on success. Frankly, one can find most of what's at Linens and a Target. Why, though, isn't a local "national" like Kohl's Department Store in Downtown Milwaukee? I haven't shopped at a Kohl's since about 1987, but where's their civic pride?
