Anon, you have several good points. However, for what you could build on 50 acres in Tosa, you could build on about 5 acres downtown. The reason as that much of those acres in Tosa would be lost to freeway buffers, access roads and stormwater management ponds. Therefore, much more space is need in Tosa, where downtown already has everything in place. Downtown can easily handle UWM's needs.
Second, no one is saying that no significant research is being done at the County Grounds. There is biomed research being done there right now. However, UWM doesn't even currently have a biomed program. And it will always be second to UW-Madison in biomed even if it does start a successful program. Wouldn't it be great for UWM to find its own research niche and become the state/national/global leader in those fields?
Finally, the reason it is difficult for the City to put in rail is because its only tax is property tax. No one will agree for their property taxes to be raised for mass transit. Every other city/county/state in the country uses a combination of sales tax and gas tax. The City does not control either of those, so until the state and county decide to change the funding mechanism, the City has little power.
